I think that,Ebed was a devoted man and was like an earthly savior to Jeremiah as he rescued him from the cistern. He could have been killed for doing this. Ebed trusted in God and would have been unpopular with his peers for rescuing a prophet. God spared Ebed's life when Babylon captured Jerusalem as indicated by vs 17-18 in chapter 39. God stated that he would rescue and save him from the sword.
I think God was using Ebed to fullfill his wishes. Zedikiah was pretty wishy-washy in his dealings with everyone. Seems like he is trying to save his own skin which didn't work out very well for him.
